David has been in the industry for over 40 years and is one of the chief architects of the Political Reform Act which was adopted as a statewide initiative (Proposition 9) by an overwhelming vote of the electorate in 1974. As the Founder of David L. Gould Company, David quickly established himself as the industry leader in the world of Political Reporting and Campaign Consulting. He has consulted with many very prominent elected officials from the State of California, ensuring their audit proof finance reports and victorious campaigns.

Stacy Owens brings 20 years experience in Political Treasury services to her work with clients. Stacy is the owner of S.E. Owens & Company, a firm based in the San Francisco Bay area,  serving candidates and committees on the state, local and federal levels.  Stacy's Political Treasury team works in conjunction with candidates, political consultants, fundraisers, political attorneys, campaign staff and volunteers to ensure compliance with all political, financial or tax disclosures required by California and Federal political and tax regulatory authorities.  She is a longtime, active member of the California Political Treasurers’ Association. Her personal interests include animal rights, children’s issues and food safety and supply issues.

Nancy is the Principal Officer of Haley & Co., LLC. She manages a staff of Political Reporting Specialists who are responsible for preparing complicated federal, state and local campaign, lobbying, and “major donor” financial disclosure reports. The company seeks to help its clients achieve their political goals while avoiding enforcement pitfalls. Prior to opening her own firm, she was the Political Director of the accounting firm Scott & Cronin, LLP for twenty years where she has built the business into one of the most sought after political compliance operations in the state of California.

In addition to providing daily bookkeeping, payroll, tax and election law compliance to her clients involved in the political and legislative process, Nancy is frequently invited to participate in panel discussions regarding the applications of such laws and the ever-changing regulations facing the political environment. Her expertise in financial disclosure has been valuable to students at SDSU, UCSD Extension, professionals at the California Association of Realtors, Deputy District Attorneys Association & various Public Safety Groups.

Prior to her work in political reporting and compliance, she spent 10 years working extensively in the field of campaign management and fundraising. She has worked for numerous public officials and political organizations at all levels of government. The experience she gained in day-to-day campaign management makes her uniquely qualified to her clients as she provides additional guidance and another ear for their efforts, making her part of the team and not just their “Treasurer”.

Nancy received her BA in Public Administration with a concentration in Political Science from San Diego State University. She remains an active Aztec Alumni, is involved in many civic and political organizations throughout San Diego County. She is a long-time member of the California Political Treasurers Association and is on the Board of Directors as its Treasurer.

Nancy resides in Carlsbad with her dog Harlee and spends her free time traveling, concert going, cooking and enjoying various outdoor activities. She is an avid professional and college sports enthusiast.


TRISH MAYER

Trish Mayer began her career at the California Fair Political Practices Commission (FPPC) in 1988 creating campaign publications utilizing information from campaign statements filed by state and local candidates and ballot measures committees which helped cultivate an expertise in campaign disclosure requirements and an overall understanding of the campaign laws. Trish served in various capacities during her tenure at the FPPC, including supervising the Statement of Economic Interests (Form 700) unit and Assistant Division Chief in both the Technical Assistance and Legal Divisions.

While at the FPPC, Trish provided assistance to those regulated by the Act and conducted educational workshops for candidates and treasurers and presented seminars on new developments in the law for city and county clerks throughout the state. In 2010, Trish was appointed to the Governor’s Taskforce on

the Political Reform Act. The taskforce was formed to provide recommendations in areas to simplify the reporting and other requirements under the Act.

Trish retired from the FPPC in 2019 concluding a career of 31 years developing her knowledge and expertise in the various aspects of the Political Reform Act and the FPPC’s complex assembly of adopted regulations. Trish resides in the Sacramento area and enjoys hiking, traveling, watching baseball and football and hanging out with her two grown sons.

Laura Stephen has over 30 years of experience with the California Political Reform Act and has specialized in preparing federal, state and local campaign and lobby disclosure reports.

For her previous employer, Laura handled the bookkeeping and payroll, along with taxes for various clients’ state, federal and non-profit organizations.  She was responsible for over 250 political action committees, 150 major donor committees and close to 850 lobbying entities.

Laura is a founding member of the California Political Treasurer’s Association. She has also served as CPTA Treasurer, and Vice President of Legislation, where she recently worked closely with Assembly Member Quirk to pass a bill to eliminate paper filings. She has also worked closely with the Secretary of State’s Online Task Force, where she assisted with the testing and implementation of online disclosures.  

Laura loves the outdoors, traveling, visiting her children in San Diego and watching football.
